The investment case

Why energy infrastructure in Latin America, why now, and why through PMI

Global demand
+3.6%a year in electricity, 2026–2030 (IEA)
Data centers
950 TWhin 2030, double 2025 (IEA)
Emerging economies
~80%of new demand to 2030 (IEA)
Mexico–US
#1US trading partner, 16.8% of goods trade (US Census)

Electricity demand is growing faster than the grids and plants that serve it, and most of that growth is in emerging economies, where capital is scarcer. For an investor, that gap is the opportunity: essential assets with long-term contracts, in markets where knowing how to structure and build makes the difference.

The asset class

Large-scale energy, energy infrastructure, data centers and countries’ critical infrastructure
01

An essential service

Industry, data centers and cities consume power whatever the economic cycle. A plant that supplies it is paid for its output, not for a fashion.

02

Contracted cash flows

Energy contracts of 48 to 180 months, and mixed schemes of up to 30 years in Mexico, with a defined counterparty and rate.

03

Structural demand

Electrification, nearshoring, data centers and AI add load that stays for decades.

04

High barriers to entry

Permits, interconnection, engineering and operations favor those with a track record and a team on the ground.

Why now

Demand is growing faster than supply

Official figures

Roughly doubling from 2025 to 2030; AI-focused data centers triple their consumption. IEA, Key Questions on Energy and AI, 2026.

Grid investment needed

Annual grid investment has to rise by about half by 2030, from USD 400 billion today. IEA, Electricity 2026.

Why Latin America

Where demand grows and capital is scarcest

Emerging economies account for nearly 80% of the additional electricity consumption expected to 2030 (IEA, Electricity 2026). Yet capital reaches them at a much higher cost: nominal financing costs up to seven times higher than in the United States and Europe, and clean energy investment that needs to grow more than sevenfold, to above USD 1 trillion a year, by the end of the decade (IEA, Financing Clean Energy Transitions in Emerging and Developing Economies, 2021).

That gap rewards those who reduce risk with structure: a project in its own SPV, a creditworthy offtaker, a payment trust and a builder with a track record.

The opportunity, in one line

Where demand grows fastest and capital is scarcest, a well-structured project can earn more per unit of risk.

~4 of 5

pesos for new generation, mixed or private

Of the 794 billion pesos for generation in the plan presented on Oct 7, 2026, about 652 billion would come from mixed projects or private capital.

30years

maximum term of a mixed scheme

With CFE holding at least 54%. Electricity Sector Law, art. 40; Regulations, art. 73.

Mexico’s electricity demand will grow 41% by 2039

Gross electricity consumption, index 2025 = 100, at the planning scenario’s 2.5% a year.

Takeaway

Growth of 2.5% a year compounds to 41% over 14 years. Generation has to keep pace, and not all of it can wait for the grid.

That is the space for on-site generation under long-term contracts.

SENER, Electricity Sector Development Plan, DOF Oct 17, 2025.

In a mixed scheme, private capital can reach 46%, with terms of up to 30 years

Minimum public-partner stake in mixed-development generation projects.

Takeaway

The law opens the door to private capital as the State’s minority partner, with a public counterparty and an infrastructure horizon.

Electricity Sector Law, art. 40 (DOF Mar 18, 2025); Regulations, art. 73 (DOF Oct 3, 2025).

Why through PMI

A US company with Latin roots, and its own builders

The bridge between international capital and assets in operation
01

A US counterparty

Power Management International, Inc., Tampa, Florida, since 2001: contracts and governance familiar to US and international investors.

02

Latin roots since 1983

Work executed in the United States, Mexico, Brazil and the Bahamas; offices in Mexico City, Querétaro and León; a team that works in both languages.

03

Builders on the ground

GIS Power and GTO Energy develop, obtain permits, build and operate within the group. Power plants operating in Mexico since 2009.

04

A track record to check

USD 500 M+ in critical infrastructure, 13 mission-critical facilities and 56+ MW of cogeneration developed in Mexico.

The bridge: how capital reaches the asset

  1. Capital from US and international investors
  2. PMI structures the project and its SPV
  3. GIS Power or GTO Energy build and operate
  4. Asset in operation under long-term contracts
  5. Cash flow returns to investors through the trust

The risks, said plainly

And how each project addresses them
  • Regulatory change. Rules change; contracts and permits are structured under the framework in force and documented for due diligence.
  • Construction. Delays and overruns are covered with single-point EPC, bonds, equipment guarantees and an independent engineer.
  • Offtaker credit. Payments go into a trust that serves debt first; the counterparty is assessed before close.
  • Currency. Exchange-rate exposure is assessed in each structure, and the currency of each contract is part of the term sheet.
  1. 1

  2. 2
Payment trustThe user pays into a trust that serves debt first.
